End of Measurement Discrepancies? Ministry of Justice Releases Unified Standard for Apartment Area Definition

The Israeli Ministry of Justice has announced the release of Draft Standard 9.1, aimed at establishing a unified definition for 'apartment area'. This new standard replaces the old Standard 9.0 and seeks to resolve discrepancies in measurement methods and the definition of apartment area. The goal is to increase transparency and reduce disputes in the real estate market. Standard 9.1 introduces a 'perimetric' approach, measuring the area from the outer lines of the walls. It includes spaces like safe rooms (Mamad) in the apartment area but generally excludes balconies unless they are covered and enclosed. The new rules also clarify how to measure shared walls and other architectural elements. This initiative aims to harmonize measurement practices in Israel, where multiple methods have coexisted, creating confusion and conflicts. The standard is open for public comments until May 12, 2026, with final approval expected in two months.
